In reply to your Confidential Despatch of
the 30th. December last, I have the honour to inform
you that
I concur with the Imperial Postmaster-General in deprecating the institution of Penny Postage between China and the British
Empire.
2.
A Draft Postal Convention forwarded by
direction of Sir Robert Hart to the Acting Postmaster-General
of the Colony in the year 1900 has recently been under con-
sideration and it has been decided that it is not desirable
for this Colony to enter into it.
3.
There seems to be no advantage in altering
the system, and I propose that it should be adhered to.
4.
Mr. Johnston will visit Wei-hai-wei in
the course of the next few months for the purposes mentioned in the last paragraph of Mr. Antrobus's letter of the 30th. December last to the General Post Office.
